As of March 2026, the maximum increase rate for lease renewals is determined as 33.39%. Calculated based on the 12-month average of the Consumer Price Index (CPI/TÜFE), this rate represents the highest legal increase a landlord can request under the Turkish Code of Obligations.
According to Article 344 of the Turkish Code of Obligations:

For residential and roofed workplace rentals, the rent increase rate cannot exceed the 12-month CPI average of the previous lease year.

If a lower rate is specified in the contract (e.g., "10% annual increase"), that lower rate remains valid.

Even if a rate higher than the CPI average is written in the contract, the official CPI average is legally accepted as the absolute ceiling.
Important Reminder: The legal ceiling is an "upper limit." Landlords and tenants are free to agree on a lower percentage, but the landlord cannot unilaterally impose a hike exceeding this official rate.
