The Electronic Listing Verification System (EİDS), which aims to increase trust and transparency in the real estate market, has become a mandatory requirement for all real estate listings as of February 15, 2026.

In line with this new regulation, sale or rental listings for a property can only be published by real estate businesses that have been officially authorized by the property owner via the e-Devlet (e-Government) portal.

Background and Legal Basis of the Implementation

This process, established through amendments made by the Ministry of Trade to the "Regulation on Real Estate Trade," has been implemented gradually:

  • August 31, 2023: New regulations were officially announced.

  • November 1, 2023: The first step was taken with the "Account Verification" phase.

  • September 15, 2024: The listing authorization process was initiated.

  • February 15, 2026: The system began full-capacity and mandatory implementation for all listings.

Critical Warnings for Listing Entry: No Room for Error

Real estate consultants and office owners must pay maximum attention to the following points when creating a listing:

  • Correct Property Number: The property's system-assigned ID number must be entered without error.

  • Ownership and Citizenship Declaration: Title deed information and the citizenship status of the owner must be reflected accurately.

Note: Providing false or incorrect statements may lead to the cancellation of the business's authorization certificate and result in significant administrative fines.

New Legislation via Frequently Asked Questions

  • Can I post a listing if I don't have an authorization certificate? No. Since January 5, 2026, it is not possible for real estate offices without an authorization certificate (yetki belgesi) to enter listings.

  • Where is the authorization process performed? This process is carried out exclusively via e-Devlet. Authorization cannot be performed through the Web Tapu platform.

  • How will foreign property owners grant authority? Foreign citizens who do not have e-Devlet access are exempt from this specific application. For these properties, the owner status should be selected as "Not a TR citizen." Entering misleading information is subject to sanctions.

  • Can multiple real estate agents be authorized for the same property? Yes, property owners can authorize more than one real estate office to post listings for the same property.

  • How can I track the process? You will receive a notification email via e-Devlet when you are authorized. Additionally, you can review all your permissions in detail under the "My EİDS Listing Publication Permissions" tab on the TTBS (Real Estate Trade Information System) homepage.

Innovations and Benefits of the System

  • Secure Listing Logo: Listings verified by EİDS are marked with a special badge. This establishes trust for the buyer.

  • Minimum 3-Month Authorization: The listing authority granted by property owners lasts for at least 3 months; however, this period can be extended by the parties through the system.

  • Prevention of Manipulation: Fake listings via ghost accounts and artificial price increases that mislead the market are prevented.

Severe Sanctions for Rule Violations

The Ministry of Trade has tightened audits to prevent misuse of the system. Sanctions for those acting against the legislation are as follows:

  • Fines Between 10,000 TL and 100,000 TL: Administrative fines within this range may be imposed for each unauthorized or misleading listing.

  • Platform Responsibility: Not only real estate agents but also internet portals and listing sites that publish unverified listings will bear penal responsibility.

Who is Exempt from the EİDS Verification Process?

While EİDS is a general requirement, some special cases are excluded due to ownership structure or business type:

  • TRNC-Sourced Title Deeds: Properties with Northern Cyprus deeds.

  • Cooperative Structures: Properties transacted through cooperative deeds.

  • Unregistered Properties: Properties transacted with the statement "No title deed record found."

  • Foreign Acquisitions: Properties acquired from foreign nationals. Important Note: To publish listings under these exemptions, the relevant real estate office must have an active TTYB (Real Estate Trade Authorization Certificate) number defined in the system.
