Transparency Reform in the Turkish Real Estate Market: Mandatory EİDS from February 15 and Strategic Roadmap for Foreign Investors
The Electronic Listing Verification System (EİDS), initiated by the Ministry of Trade to combat "listing pollution," will become mandatory for all residential sales listings across Turkey as of February 15, 2026. This reform introduces a mechanism that directly impacts all foreign property owners, particularly our Russian investor base, who hold a significant portion of Turkey's housing stock.
Evolution of Legislation and the Verification Era
EİDS was implemented to increase transparency and prevent manipulative price movements. After a phased transition that began on April 7, 2025, for rentals and commercial properties, the pilot phase for residential sales was launched in İzmir, Antalya, and Sivas on February 1, 2026. Starting the morning of February 15, 2026, this requirement will be enforced in all 81 provinces and across all real estate portal platforms.
"Exception" Procedure for Foreigners Without e-Devlet Access
A major point of concern is how foreign investors without e-Devlet access or a residence permit (ikamet) can list their properties. According to current regulations, when the status of the property owner is marked as "Not a T.C. Citizen" during the listing entry, the system waives the mandatory e-Devlet identity verification. This prevents grievances for overseas owners; however, dual citizens are still required to provide authorization via the e-Devlet portal.
